About the Seda Fraud and Ethics Hotline
Seda has established an externally managed whistleblowing hotline facility for anonymous reporting of any founded or suspected allegations of unethical conduct (fraud/corruption, maladministration) to assist with its efforts of combating and preventing acts of fraud, corruption, dishonesty, unethical behaviour or favouritism.

Any actual or suspected crime that can be classified as fraud and unethical conduct
2. What is fraud and unethical conduct? It relates to a dishonest, unlawful act or failure to act that can be commited by Seda employees or external stakeholders and can be classified as:
- Fraud, Corruption, Bribery, Theft and Forgery
- Maladministration
- Abuse of Seda resources
- Abuse of power
- Unethical conduct, Dishonesty or improper dealing with respect to public funds
- Contract and/or procurement irregularities
- Conflicts of interest
- Harassment, Discrimination, Nepotism
- Any other related information that may assist with combating and prevention of dishonesty, unethical behaviour and favouritism
3. Who can report?
Any Seda official, Clients, Service Providers and other external stakeholders such as members of public.
4. What is whistleblowing?
Answer: Whistleblowing is when an employee, contractor or supplier discloses information on suspected illegal and unethical practices at work.
5. Why should I blow the whistle?
Answer: Reporting a commercial crime/ illegal or unethical behaviour would help facilitate the prevention or detection of the alleged activity at Seda.
5. Are whistle blowers protected by the Seda?
Answer: Yes. Seda adheres to the provisions of the protected Disclosures Act, No.26 of 2000. Whistleblowers' identities are kept confidential even after the investigation. You can chose to remain anonymous.
7. What if I chose not to be anonymous?
Answer: Seda may only disclose your identity if you provide use with prior consent.
8. What time can I blow the whistle?
Answer: The Seda fraud and ethics hotline is managed externally by an appointed service provider (Vuvuzela) and is available 24 hours a day, 7 days a week and 365 days a year in 11 official languages. You can blow the whstle any time.
